Meet Our Planning Professionals…

Mary Anne G. Bowie, FAICP, president of Bowie Urban Planners, delivers complete site and real property analysis and sustainable planning solutions, military planning, land planning expert witness services and visionary economic development. She prepared Charlotte County US 17 sustainable land use plan, establishing policies for green building, low impact development, eco-tourism, solar-powered vehicles and eco-villages. Bowie assisted Blevins in developing US Marine Corps Airfield waiver packages, PACAF Asset Management Plans, General Plans and Area Development Plans at Little Rock, Arkansas and Eglin Air Force Base, FL and served on AFCEE Planning Assistance Teams at Westover ARB, Massachusetts, Hill AFB, Utah, and Laughlin AFB, Texas. For St. Petersburg College she assisted in creation a four-year curriculum for a Sustainable Management Degree. Bowie is Executive Director of non-profit Green Connection US and teaches CEU courses in “Low Impact Design” and “Growing the Green Economy”. Bowie serves as Sustainability Leader for Eco Trans Alliance, assisting communities in making the switch from “the pump to the plug” with solar energy transportation systems.

Roger D. Blevins, FAICP, leads the military planning efforts of Bowie Urban Planners. In his long term career with the Air Force, he has developed Air Force guidance, policy, execution plans and standards. During his tenure as the Program Manager for Air Force Comprehensive Planning at the Air Force Center for Environmental Excellence (AFCEE), he provided guidance and mentoring to community planners at 160 Air Force bases around the world.  Blevins lead over 50 Planning Assistance Teams that developing focused planning projects at Air Force Bases all over the world.  Click here to view Blevins resume. His credits include: 1) Air Force Instruction (AFI) 32-7062 Comprehensive Planning, which directs and guides Air Force comprehensive master planning; 2) Planning Airbases for Combat Effectiveness; 3)Multi-Services Sustainable Planning Assessment; 4) The General Plan Guide and Template; and 5) Eskan Village antiterrorism standards, which set the precedent for a DOD guide on anti-terrorism.

Estimating Planning Services

In 1997, Bowie and Blevins authored APA national award winning “Estimating Planning Services, a Comprehensive Guide to Estimating Private and Public Planning Projects”. It is an APA, AICP, ASCP Handbook that provides guidance to all government agencies and planning consultants.

Post Katrina Planning

Bowie was part of the AICP Blue Ribbon Planning team lead by Blevins that created a    Redevelopment Plan for the City of Mandeville, LA in the wake of Hurricane Katrina. In  gratitude, the City bestowed honorary citizenship on the team. Read the final report.
