EXPERIENCE

Sustainability Leader, Eco Trans Alliance, 2009 to the Present

  • Bowie coordinates the delivery of sustainable transportation solutions, utilizing solar powered hybrid electric vehicles, Zip Chargers, Eco Ports and Sat Tran transit stops; leads the Eco Trans Alliance consultant team to help communities powerfully reduce their carbon footprints; establishes land use and sustainable transportation plans with college campuses, local governments and resort communities.

President, Bowie Urban Planners, 1988 to the Present

  • Over twenty year period, Bowie provided site specific land planning solutions, regulatory and market analysis and expert testimony resulting in more than 1000 Florida business owners being paid full compensation for property taken through eminent domain, with only ten appearances required in eminent domain trials.
  • Wrote a sustainable land use plan for the over 25 square mile US 17 Study Area in Charlotte County that creates a platform to encourage green building, low impact development, replacement of mobile homes, eco-tourism, solar powered vehicles and eco-villages.
  • Researched and advised the Dean and faculty of St. Petersburg College that resulted in creation of a four year curriculum for a Sustainable Management Degree at St. Petersburg College that will train sustainability experts of the future.
  • Provided expert land planning testimony based on complete analysis and comparison of ten Florida Power and Light high power transmission corridors that resulted in the most economical and least environmentally and socially impacted corridor being chosen.
  • Served on a blue ribbon AICP Post-Katrina Planning Team that created a land planning and economic redevelopment plan that was so powerful and well received that honorary citizenship in Mandeville Louisiana was bestowed upon the team members.
  • Saved the state of Florida millions of dollars by studying the land uses of various highway corridors and selecting most economic, socially just and environmentally feasible rights of way   for 28 miles in Broward County, Okeechobee’s main street, Sarasota’s University/301 Interchange and the very political Englewood Connector in Sarasota and Charlotte Counties.
  • Over a five year period, provided in depth land planning analysis and testimony that resulted in eminent domain acquisition of 1300 parcels along Alligator Alley with only two parcels requiring trials.
  • Provided land use planning, sustainability input, analysis of significant setbacks and multi-discipline coordination for the Base Reuse Plan at Stewart International Airport in New York.
  • In 2002 awarded American Society of Consulting Planners Smart Growth-Sustainable Development prize for Venice FL 2002 Vision Plan that reflected community visioning in its land use planning and established the parameters for sustainable policies.
  • Created specific area land use plans for future Air Force Base development at Eglin Air Force Base, Florida; Little Rock, Arkansas; Hill, Utah; Laughlin, Texas. Each Air Force Base Plan required extensive interviews, unique and creative land use planning approaches, and complete reports prepared in accordance with all relevant government regulations.
  • At Westover Air Reserve Base, created the first Sustainable Land Use Vision Plan for an Air Reserve Base that set the parameters for plans that followed.
  • Bowie wrote national award winning “Estimating Planning Services” with co-author Blevins; this book is the professional manual that guides government land use planners and private land use planning consultants in creating proposals and task order agreements.

 

Green Connection US and Sarasota Green Marketplace    2002 to the Present

  • Bowie authored and published 2005 Sarasota Green Pages™, first locally licensed by Co-op America green directory.
  • Conducted Sarasota Green Connection/Marketplace as 18 months of outdoor vendor events that established the initial network of green businesses in the area.
  • Conducted ongoing monthly eco-forums since 2002 that have resulted in a green community network of 4000 people and a green business network of 225 providers of eco-friendly products and services.
  • For five years, in two locations, created and operated Sarasota Green Marketplace, a green building products retail store that earned Green Spec approval. 
  • As Sustainability Director for Green Connection US.Org and Green Town Action.TV, Bowie inspires communities nationwide to grow their green economies.  
  •  

Facilitator/Teacher of Sustainable Solutions, 1994 to the Present

  • At state and national conferences, Bowie educates thousands of people regarding sustainable planning approaches. Participants have included local, state and federal officials, citizens committed to sustainable communities, professional urban planners, engineers, landscape architects and architects.
  • Provided college students and new graduates with meaningful employment delivering sustainable planning and green product solutions; continues to advise businesses how to go green;  provides workshops to communities on how to jumpstart their green economies; and teaches CEU accredited courses to land development professionals on low impact development /sustainable site planning.
  • For seven years, continues to serve as host of monthly Green World Café eco-forum events held in local downtown venues that create positive social interaction among the now 4000 person email supported community.

Land Use Planner, Economist and Senior Consultant, Adley Associates, 1983 to 1988

  • Bowie authored several Charlotte County Developments of Regional Impact that resulted in orderly land use growth and sustainable energy conservative requirements.
  • Evaluated the land use of several FDOT projects in depth, including I-595 in Broward and Alligator Alley in Collier County, saving the state of Florida millions of dollars by advising best highway design solutions that would minimize impact to property owners.

Senior Land Use Planner, Charlotte County–Punta Gorda Planning Council, 1980 to 1982

  • Bowie authored long range comprehensive land use plan elements including: Intergovernmental Coordination, Traffic Circulation, Ports and Related Facilities, Airports and Related Facilities, and the Potable Water, Wastewater and Solid Waste Element that controlled growth for twenty years. As the responsible planner for long range planning, corrected 160 scrivener’s errors.

Agent, Southern Airlines, then Republic, now Northwest Airlines, 1976 to 1979

  • Provided friendly, efficient and focused service while serving customers as a reservations, ramp, ticket and gate agent in Atlanta, St. Louis and Miami.
  • As Airline employee traveled the world, including: Russia, Peru, Europe, Caribbean Islands and United States, providing an extensive educational experience for urban planning work.

Land Planner, Metropolitan Atlanta Rapid Transit Authority, 1971 to 1976

  • Finalized the environmental impact statement amendments in all areas, including transit station area development land planning approaches and infrastructure coordination. Performed Section 4f analyses for MARTA 
  • Established research library and developed transit station area land development studies, guided engineers, planning efforts and community workshops in establishing final site planning solutions.
  • Provided expert witness land planning work in regard to 4f implementation and established first architectural historian study parameters.

  • Qualified as an eminent domain land planning and environmental expert witness in various Circuit Courts of Florida
